Speaking with an NPC named Yota will give you a Request called A Peculiar Ponyta. This Request will have you hunt down a Ponyta in the Horseshoe Plains located in the Obsidian Fieldlands.

As a reward, Yota will give you five Razz Berries and let you keep the Shiny Ponyta.
